Senior Program Analyst

We are currently seeking a Senior Program Analyst to support our Patuxent River, MD customer. The Senior Program Analyst will provide Foreign Military Sales (FMS) Case support to the PMA-276 FMS Team.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Duties will include, but are not limited to:

  • Advise FMS case manager on resourcing and organization.
  • Provide program leadership, direction, and guidance to the FMS pillar.
  • Advise / Set priorities, programmatic milestones, and objectives to the FMS pillar.
  • Align software and lab testing activities with stakeholders outside of the FMS pillar.
  • Provide timely, omni-directional team communication.
  • Generate and utilize appropriate metrics to assess program execution.
  • Mentor and provide learning opportunities.

Required Education: MS or MA degree in a business, management or relevant technical discipline.

Allowable Substitution: BS or BA degree and an additional two (2) years of experience can be substituted for an MS or MA degree OR AS or AA and an additional four (4) years of experience may be substituted for the BS or BA OR six (6) years of additional work experience performing the duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Experience: Must have a minimum of ten (10) years of experience in program management, technical or business analysis discipline, related to weapon systems acquisition and life cycle management; and must have FMS support experience.

Desired Experience: Well versed in the import and acceptance testing of US military aviation Support Equipment and Spares for the Base or Deployable into a foreign country. Experience in evaluating and implementing, integrated product support strategies for the training of aircrew and maintainers, prior to deployment of an FMS partner’s first operational squadron. Two years of previous H1 program office experience.
